If Outlook doesn't shut down properly then it has to scan the database to ensure email integrity upon opening again. There is no way around this message once you see it so you have to wait for Outlook to finish scanning the OST file. The only thing you can to about this issue is prevent Outlook from closing imporperly in the future.
Remove Addins
The most common reason that Outlook doesn't close properly is an Addin that is still running when Outlook is shutting down.
Disable Addin Outlook 2007
Click Tools, and then click Trust Centre
Click Addins from the left sidebar
Select the addin to manage near the bottom of the windows from the Manage: drop down box and click Go...
Disable Addin Outlook 2010
Click File and click Options
Click Addins from the left sidebar
Select the addin to manage near the bottom of the windows from the Manage: drop down box and click Go...
The data file <user.name> was not closed properly
